Directed contractors across civil, mechanical, structural, electrical, and instrumentation disciplines through the full project lifecycle on a fifteen-month delivery. Developed bid packages for all five disciplines and assembled evaluation packages for client award decisions.
Obtained municipal construction permitting, including direct resolution of city engineering comments, and supported the air district permitting effort for the expansion. Managed long-lead equipment procurement, conducted daily field inspections, and delivered weekly cost analysis and schedule status to the client.

Scope development and construction management for the installation of seven flow meters and precast vaults across two terminal facilities, bringing four pipelines into compliance with California AB 864 leak detection requirements.
Procured all project materials including long-lead precast vaults and flow meters, tracked delivery against schedule, and coordinated civil, mechanical, and electrical contractors with daily field reporting.

Established conversion feasibility and regulatory requirements from the integrity management plan, historical pipeline records, current and future commodities, pipeline properties, and the governing franchise agreement.
Walked the line to develop the scope of work, mechanical changes, and cleaning plan for the new service. Produced the mechanical contractor bid package, provided construction management through execution, and prepared and submitted the conversion of service document to the agency at completion.
Key personnel experience
Work performed by Direwolf personnel before the firm was established is reported separately, because it is individual experience rather than corporate past performance. It includes a $16MM conversion of a century-old crude pipeline to hydrogen service, spanning six municipal and port jurisdictions with franchise and easement renegotiation in three of them, and external and internal direct assessment program management across 53 pipelines and 23 terminals.
